(7-6-26) The warm weather seems to bring out arrests recently in Mercer County.

Rickie Hines (43) of Celina was booked by the Celina Police Department on two misdemeanors…domestic violence and endangering children.

Jeffrey Hanshaw was booked my the Mercer County Sheriff’s Office on a domestic violence charge.

Trevor Brookman (27) was by the Celina Police Department on a disorderly conduct, offensive gesture or noise.

Brookman was booked in Allen County, Ohio on June 14, 2026 on a domestic violence charge.

In Ohio, disorderly conduct includes making offensive gestures or noises. Under Ohio Revised Code Section 2917.11, disorderly conduct is defined as behavior that recklessly causes inconvenience, annoyance, or alarm to others. This includes:

  • Offensive Gestures: Engaging in gestures that are considered offensive or coarse can lead to disorderly conduct charges.
  • Unreasonable Noise: Making excessive or unreasonable noise in public places is also categorized under disorderly conduct.

The law emphasizes that such actions must be reckless and cause a disturbance to others. Additionally, the Ohio Supreme Court has clarified that spoken words alone cannot support a disorderly conduct conviction unless they qualify as “fighting words”
