CELINA, OH – Mercer County Sheriff Jeff Grey reports that his office has arrested an out-of-compliance sex offender for Failure to Register address.  Francis J. Harmer, age 44, of 441 N. Linn St., St. Henry, was taken into custody this afternoon at his workplace.

In June of 2009, Harmer was convicted in Auglaize County of Importuning, which is soliciting someone older than thirteen years of age but less than sixteen years of age for sex.  Upon his conviction, Harmer was ordered to register as a sex offender for 15 years from conviction date.  One of the duties Harmer is required to follow is to personally register with the Sheriff’s Office annually.

Harmer was due to register on August 24.  He did not register and a warning letter, as required by law, was sent to him to give him seven days to register.  As of the time of his arrest on September 4, he had not registered or contacted the Sheriff’s Office at all regarding his registration status.

Harmer is being held in the Mercer County Jail, without bond, pending his arraignment on September 6.
