The second lowest rated county was Putnam County, who was tied with Union County for second lowest at 2.2%. Van Wert and Auglaize Counties were right behind with a 2.3% rate.

Monroe County, in southeast Ohio, had the state’s highest unemployment rate in November at 5.2 %.
