(12-13-25) John Highley (64) of Celina was booked on a minor misdemeanor of disorderly conduct, fighting or threatening. After being booked he was released.
He is awaiting a Celina Municipal Court hearing.

In Ohio, disorderly conduct (ORC 2917.11) includes fighting, threatening harm, violent behavior, making unreasonable noise, offensive gestures, or taunting/challenging someone in a way likely to provoke a fight, all done recklessly to cause annoyance or alarm. Penalties usually start as a minor misdemeanor but can escalate to a fourth-degree misdemeanor (jail time/fines) if warnings are ignored or the offense occurs near schools/courts, and a conviction creates a criminal record.
Minor Misdemeanor: Standard charge, often with fines up to $150.
