An Update from State Senator Susan Manchester



November 2025



November has been a particularly active month at the Statehouse, with committee hearings, legislative discussions, and ongoing work to advance priorities for our district. Every conversation we have reinforces how deeply our communities care about their future and the partnerships that keep them strong. It’s always encouraging to see local leaders, businesses, and state agencies come together to create opportunities for growth and success. As we move into the holiday season, I’m grateful for every opportunity to continue advocating for the needs of our region.
During the month of November, the General Assembly continued its work to advance policies that deliver real impact and meaningful relief for Ohioans.

As the strain of property taxes has increased in recent years, the General Assembly has been working collaboratively to provide meaningful and comprehensive property tax relief to Ohio taxpayers. On November 19th, four significant pieces of property tax legislation passed both the Ohio House and Ohio Senate. These reforms will have a substantial impact—providing more than $2 billion in property taxpayer savings over the next three years, with relief beginning as early as 2026.

Additionally, the Senate Financial Institutions, Insurance and Technology Committee held hearings on several bills I am proud to sponsor: Senate Bill 220 received its second hearing, where community members and stakeholders shared strong support for giving local communities the option to establish community paramedicine programs. These programs would help serve high-risk and underserved populations, improving access to care, health outcomes and reducing emergency room costs. Senate Bill 207, which I jointly sponsor with Senator Liston, had its third hearing. Committee members emphasized the importance of this patient-protection bill, especially in light of opposition testimony. SB 207 ensures that any third-party financial assistance for prescription medications counts toward a patient’s deductible and out-of-pocket maximums—providing financial relief to Ohioans. Senate Bill 225 received its second hearing in the Senate Judiciary Committee. Proponents highlighted the need to expand the Secretary of State’s Safe at Home Program to protect more survivors of violent crime and ensure they can safely participate in the voting process. This expansion is at the heart of what SB 225 seeks to accomplish.

Senator Manchester visiting Phelan Insurance November brought several meaningful opportunities to connect with the people and organizations working every day to strengthen our communities. Our office met with folks from Shelby County Job and Family Services to discuss foster care and children’s services, gaining valuable insight into the needs facing local families.

I also sat down with representatives from Phelan Insurance and joined their “Phelan Unscripted” podcast for a wide-ranging conversation on the forces shaping Ohio’s future—from how new and pending legislation is affecting agriculture and property taxes to the growing influence of AI and social media in our communities. In addition, we met with the Lima Area Agency on Aging for an important discussion about the challenges facing Ohio’s aging population and the resources needed to support older adults across our region.
