Archbold, Ohio (10-22-25) – The Northwest State Community College Board of Trustees met in regular session on Friday, October 17th on the Archbold Campus. After roll call, NSCC President Dr. Todd Hernandez provided an important update on the College’s State Share of Instruction (SSI).

SSI DEFINITION AND DETAILS…

Per the Ohio Department of Higher Education (ODHE), the State Share of Instruction (SSI) is “an allocation formula based on student outcomes. Each State supported college and university reports detailed cost information to the Ohio Department of Higher Education (DHE) within the Higher Education Information (HEI) system.”[i] The Community College funding model consists of three primary funding components: 1) Course completions (FTE), 2) Degree completion, and 3) Progress metrics.

For FY2026, NSCC received $17,147,528* from the state, which is about $1.2 million more than FY2025 ($15,986,108). This figure is also the highest it has been for NSCC in the past six fiscal years (FY2021 to now). NSCC President Dr. Todd Hernandez noted, “The support Northwest State Community College receives from the State is critical in providing resources towards furthering our mission of improving lives and strengthening communities. Honoring our mission ensures NSCC students receive the best-possible education and training, which allows us to further our “Elevate Northwest Ohio” initiative of increasing college attainment in our six-county service area.”

EMERITUS RECIPIENTS CONFIRMED

As part of the Board meeting, the Board also approved Emeritus Status for Dr. Mindy Stayner, and Ms. Lou Hissong. Dr. Stayner and Ms. Hissong will be formally recognized during a dinner ceremony held prior to Fall Commencement on Monday, December 15th. NSCC enacted an Emeritus policy in 2013 to recognize individuals that have made an outstanding contribution to the College and to the community.

In other Board action:

  • Approved the employment of Jeremy Garber as APEX Accelerator Center Director, and Linda Rivera as full-time Cook.
  • Approved the promotion of David Schaub to Working Supervisor-Custodial, and Ethan Eberly to Communications & Digital Marketing Specialist.
  • Approved the transition of Zach Tucker to 2nd shift Custodian
  • Approved miscellaneous employment contracts, and two resignations.
