(2-29-24) John Richard Norris (32) Dunkirk was charged in Jay Circuit Court on February 21st with a Level 5 felony for sexual misconduct. Norris at the time of the incident(s) was a Jay County Jail correctional officer. The alleged encounter took place on January 31st and Sheriff’s officials were informed by the inmate’s cellmate. Norris was arrested on February 2nd and was terminated from his position on the same day.

Indications are that the two had been sexually active as early as December 15th.

Norris posted bond at the Jay County jail on February 5th, an initial hearing in his case is set for March 12th in the Jay Circuit Court.
